In answer to the initial question, "Does the Catholic Church condone abuse by priests?" my answer would be no, with notable exceptions. Although the culture of the priestly order in the Catholic Church has significantly contributed to the ease and concealment of these acts, I continue to believe that the Church as a whole abhors the concept.

Does the Catholic doctrine of celibacy of priests contribute to the magnitude of pedophaelia that has been demonstrated? Most probably. However, that was obviously not the intent of that mandate. Although I cannot completely agree with the doctrines or practices of the Catholic Church, I believe that they have much good to offer, and overall an intent to do that which they feel to be moral. The abuse from priests is a result of failures in the administrative structure of the clergy, not a widespread, systematized conspiracy.
