I think it is, but the love would be weaker. In order, to love someone, you need to know them, and in order to do that, you need to understand them, and for that you need to somehow communicate with them. Of course there are other ways of communicating without speaking, but rather through body language, maybe sign language, and through your innate expressions, or also the ones you learned.
In order for two people who don't speak the same language to love each other, they will therefore have to be very open people and express their feelings without hesitating.
Easy question....I felt in love once and she could not understand a word that she was seing...She was from Bulgaria(we've met in Greece) and the only words she Knew in english were yes and no (I think she undersatnd a little bit more but never use more words then that). We spent a week togheder(I saw her at a beach party and use some stupid pick up line that later I realised she did not understood( but I that moment she smile back to me, but it was not because what I said:) . Spent the night then entire week(shopping, eating togheder,everything we did that week we did togheder) You may not belive but I tell you I do not remember another girl that make me more happier then i was those days...The point is: language was not at all a barrier, now thinking back the lack of meaningful verbal communication did wonders (verbal is only 30% of communication anyway)
I used to had a boy friend who only could spoke English. I am Dutch but my English is good. We did had language problems. Mostly, we did understand each other, but when we really had to talk about serious things it became a problem. I think talking is really important in a relationship and if you can't talk a relationship can't work.

I think that there's got to be some understanding between a couple in order for it to move to real, lasting love. Without verbal communication there is no way to understand intentions, or what each other expect. It would be very difficult to make a lasting relationship work, because without verbal communication there's only so much you can communicate.
Communication in a relationship is extremely important and you cannot express how you feel through hand signals and gestures. At first it might just be infatuation but for it to be love you will really have to talk their language.
I agree with Element. There is more going on in love than simply looking at each other and smiling. You need to make decisions if the love is going to last or it will be short lived.
