This is good news for the USA and for the world. This is an indication of Russia's contracting economy. Russia's economy is mostly based on exporting natural resources and since their prices, for the most part, have been stable to falling their economy has gone in the same direction. They have realized that they can't sustain the spending levels of the past and their build up will also either slow down dramatically or stop all together. They'll have to either pay for maintenance, exercises to keep their troops proficient, or the build up. They can't do it all any more.
The economy of Russia is not good but maybe having some in the military will open up a few other jobs for others so that they can work on getting things back on track. Is this a solution? Perhaps not but it could be a step in the right direction to help booster their economy. More steps are needed but one has to start with that first step somewhere.
