I don't think they will ever get a police commissioner that can get this situation corrected. To get crime down there needs to be a whole shift in the system, not talking police I'm talking about the way government handles everything. That is probably why Gibbs failed, nothing can get Trinis moving if Trinis don't want it to move.
The issue is not the nationality of the commissioner. They can use a foreign one or a local one but the issue of crime will still remain. It is human nature to be corrupt at times. However, a good commissioner be they local or foreign can see about crime reduction in the following ways:
(1) The issue is that most of the crime is gang related and if you want to get the crime down you need to make gang formation illegal and then start arresting anyone who is in a gang. Even if there may be legislation about this it is up to the commissioner who must take a proactive stance concerning this to make sure this is indeed enforced.
(2) Authorities do have a part to play in the crime issue here because one must ask the question as to where the criminals are getting weapons from. It is also a known fact that some even from the authorities have themselves participated in criminal activities as well. A good commissioner will begin the process of "Weed removal" to weed out these poisonous weeds from the protective services in this land.
(3) Also if a commissioner can shut down the supply of weapons and narcotics to the criminal element then they also stand a chance of being a good commissioner as well.
However if they cannot do this then the issue of crime will continue to remain a cancerous sore in this land.
We wanted a local commissioner and now we have one because we think that a local one is better than a foreign one. How foolish. It is not the nationality of the commissioner that will make a difference but it is their desire to implement the above that will.

Can anyone say for certain that now that he has left that there has been an improvement in the crime rate?
