I don't see a lot of adult women in my ward dress immodestly, but their standards don't trickle down to their children. In my opinion, we should teach our children to dress by LDS adult standards (meaning endowed) from the beginning. I know many situations where the parents dress very conservatively, yet their 7 or 8 year old daughters where these middriff revealing short shirts all the time. Or, halter tops, etc. I think even tank tops shouldn't be worn by the time you are a teen. I guess it may be all right for a 7 year old to wear a sleeveless shirt, but by the time you are in high school, I think you should dress as though you have already been to the Temple. That way, once you go to the Temple, it won't be a shock to your wallet because you need to buy a completely new warddrobe.
I had a high school senior at my house last weekend helping me with yard work. She was wearing a sleeveless shirt. It had small little rope like straps instead of arms. She and I are friendly so I can talk with her openly. She knows I love her and accept her as a person and she is really a very good, strong member. I told her she shouldn't be wearing that top in my opinion and explained why. She told me she only is allowed to wear it when doing yard work or trying to get some sun. Still, I think it is o.k. when laying out to get sun like in a bathing suit, but when doing yard work the shirt needs to stay on (guys) and we should still be dressed by Temple standards.
If we teach our children from birth how to properly dress and enforce our standards as much as we can reasonably do while they live in our homes, maybe by the time they are on their own, proper dress will be their normal dress.

Tucson-area teenagers decided to do something about it. The students
collected more than 4,000 signatures on petitions asking stores to carry
more clothes for girls who didn't want short skirts or shorter shorts,
low-rise jeans, low-cut tops, or bare-midriff T-shirts. Many of the
students involved in the petition drive belong to The Church of Jesus
Christ of Latter-day Saints.

This is hitting home with me recently, because my 7-year-old daughter wants to dress like the "cool kids" do. Well, the cool kids are dressing with push-up bras and with bare midriffs and short shorts (that to me look like denim underwear!) and teensy little flirty skirts, etc. Entirely inappropriate for young teenage girls, and out of the question for elementary school children. Then there are the girls that show up at church activities with the low-rise jeans -- and you can see the straps of their thong underwear over the top of the pants!! Oy and veh!! How do I explain that this is unacceptable to my daughter, when she idolizes these girls -- girls from church? It's going to be a long hard road ahead trying to teach my girl some modesty....

I have never seen a sister that has served a mission do that. I also think that sisters that serve missions seem to be more 'up' with the standards and easier to work with.... Of course this is not always the case, but I am glad we have good return Sister missionaries to set an example for the young women. ?What I can't figure out though is why the parents do nothing about it? Well we had a big whoppa here in Manukau with teens dressing as if they were ready for clubbing or something. My wife is the Stake YW President so they used the theme"raise the Bar" from Pres Gordon B Hinckley's conference talk and 2 months before that dance visited each ward with flyers and demos of what to and what not to wear...by the time the stake YM & YW dance came round everyone was there dressed modestly...the youth had a blast!
At our stake leadership meeting last month dressing modestly was our only topic.
Our yw stake presidendcy is quite alarmed at how many of our young women turned up for camp wearing short tops.
