MANILA, Philippines — Land Transportation Office (LTO) chief Assistant Secretary Virginia Torres on Friday clarified that the agency will not be reverting from plastic to paper license cards for professional and non-professional drivers as alleged by a prospective bidder who earlier asked the Department of Transportation and Communications (DOTC) to intervene in the bidding of the P500-million contract.
