From the Shakespeare plays I've participated in, and read, I'm assuming it's a reference to the devil. But what Shakespeare wrote isn't the bible.

Comments: Beelzebub was a pagan god belonging to the Palestines of the time. The Israelites referred to their god as a demon or the devil so the name stuck where anything evil that was done was because of Belzeebub. In Jesus' time thertradition was still the same and the devil was referred to as Beelzebub.
