Why California has so much trouble executing criminals? If they were found guilty why they keep delaying?

Albert Greenwood Brown, 56, was to become just the 14th person executed in California since the death penalty was re-enacted in 1977 and the first in San Quentin State Prison's new death chamber.

A federal judge placed a moratorium on executions in 2006. Late Monday, Gov. Arnold Schwarzenegger reset the clock from 12:01 Wednesday morning to 9 p.m. Thursday to allow a review by the California Supreme Court. Hours later, the 9th Circuit Court of Appeals in San Francisco decided that a ruling by U.S. District Judge Jeremy Fogel was in error for allowing Brown to pick his own dosage of lethal injection...
