Unfortunately, it is not about the Church here only but the culture, the mind set and the laid back attitude of the people which unfortunately they do not leave at the waters of baptism. You should browse the Trinidad & Tobago Boards to see what I mean.

There has got to be some way you could let one of the GA's know because if everything is sent right back to the local leadership nothing will be done because they are part of the problem sometimes. I think the only way to get things done sometimes is to go beyond the Bishop or the Stake President and straight to a GA.
Andirules, I have experienced this personally, my sister also experienced it while working in the Church office in our country. When you write a GA the letter you sent (with the private information) goes straight back to the local leadership along with a request of the GA to deal with the issue. Most recently, a leader came to me because of an issue a relative of mine who lives abroad wrote to Elder Oaks. Her letter was sent back to this leader along with the note I am talking about. This is unfortunately, how it works now days.
That method works only if the leaders you are talking about are the same as those to whom they would send your letter and the allegation is about a disciplinary level sin / serious crimes or possible law suit. Of course if you "know somebody" then it works better for you. I know, I have been in positions to both see these letters AND to hear the pronouncement of immediate action by top leaders. They are all human, sometimes Members forget that, they will not 'see' your point of view as they do not carry any great Seer stone in their pocket. There have been announcements about it in the past in General Conference.
Now back to the actual Thread. In our own situation I have chosen to not write, or complain, rather I see about the MOST important thing I preside over... my family, the titles of father and husband and patriarch is what will carry me through eons of time, not callings and not positions or 'fun' activities. My son takes all my time - that is my calling - let the Saints in Trinidad work out their own Salvation as they must.

I do not envy your situation, and my heart goes out to you and the people of TT.
How did you come to be there? You clearly were not raised there and you have stepped outside you comfort level to be there. (I am sure you have seen a lot and grown a lot being there.)
If you were trying to make a difference, I would say join the people, become as crazy as they are and stoop down to their level. (Not easy to do.) However, as you are concerned about your safety and families spiritual and physical and mental well being, your plans to leave sound appropriate.
