Yes they do however this was a person that was camping and brushing her teeth when she got shot.

The person that was hunting was doing it from a vehicle and it was just dark he didn't identify the target and took a shot that happened to hit what he was aiming at.

He was the only person in a hunting situation, but yes I agree bright clothing is best.
