Well, the article you placed the link for doesn't seem to be at that location any longer so I didn't read it, but the Church is really growing all over the World. I know in my area we have seen new members move in almost every month. I don't live in a predominantly LDS part of the country - New England, but ever since the Boston Temple was announced members from other parts of the country have moved here. The Boston Temple was dedicated in 2000, and I have seen no slow down in the number of members who move in from other areas. It seems if a Temple is in the area, they are more willing to move to it. With this increase in members from other parts of the country comes more contact with non-members by members because there are more of us. People meet us and see our lifestyle. They then become interested in our beliefs.
