Judgment by thoughts or by actions?

We know that we will be judge according to our works. That's what the LDS doctrine teaches. I asked several times to Church leaders if we will be judged according to what we think and the answered me no, that only by our actions. Although I'm pretty sure that what we think is what we really are and that eventually whatever thoughts we may have we will turn them to action if we are not careful enough...now look at the example of this scripture:
"Matthew 5:27-28. Ye have heard that it was said by them of old time, Thou shalt not commit adultery.
But I say unto you, that whosoever looketh on a woman to lust after her hath committed adultery with her already in his heart."

Notice that Jesus Christ is  talking about a THOUGHT not
an action of adultery itself. What do you think? If a married man looks at a married or single woman because he feels attractive to and the other woman feels attractive to him also...is that adultery? can he has a disciplinary council because of his thoughts?.
That's the first part of the question. Now the second one would be, what about if this same man knows that what he's doing is wrong and tell the other woman that he likes her and that he feels attractive to her but he knows it's wrong and that he will do anything to stop those feelings...Is that a sin? (to express her how he feels).  
Now, there are plenty scriptures in the Bible that speaks about thoughts and how they can influence our actions. I don't remember where they are but one in particular says that thoughts can even lead you to murder. I think was Paul who talked about it.
This is a deep issue, so wherever thoughts you may have about it you can share it in here, don't forget to answer my questions. I would like to know what JB and Bink particularly have to say about it. smile.gif

I feel that you may be mixing up something here:
1. We will be judged for thoughts, and actions by God.
2. We will be judged for actions by God's leaders on earth.
There is a big difference between the two. For instance. If a priesthood holder broke the law of chastity by having relations outside of marriage then this is an 'action' that can jepordize his membership (the girl too), but on the other hand, if a young man has a thought about having relations outside of marriage, but does not act on it then he cannot be judged by local leaders, but surely he WILL be judged by God if he does not repent.
