An Exercise in Formality Local Russian News In English
The OSCE summit, which took place on December 1 and 2 in Astana, was preceded by much controversy. Many OSCE member states strongly believed that the summit should not have happened in the first place, given the absence of clear deliverables and profound disagreement among members on vital regional issues that had to be addressed. But others believed that the summit was necessary to boost the OSCE?s reputation and to revitalize the organization in the wake of the spreading belief in its ineffectiveness and its increasing marginalization within European and Eurasian security architecture.
