Paavo Väyrynen (centre), the Finnish foreign trade and development minister, said Monday that Finland could not lift the visa requirement on Russians. Tarja Halonen, the Finnish president, had urged the Finnish government to request the EU to launch a pilot project for visa-free travel for Russians visiting Finland.
