IN WHAT can only be described as a moment of insanity, a private-hire "PH" taxi driver, who worked the Port-of-Spain to Chaguanas route, was knocked down and run over twice and killed by another PH driver shortly before midnight on Thursday near Busy Corner in Chaguanas.
