I don't know much about clothing, but I have been decorating my vehicles with LED modifications for years. Such as side door lights (so you can see if you drop your keys in the dark), driver and passenger floor lights (to illuminate the foot area under the dash). They are really easy to hook up and fun to modify with.
I can see how they would be fun in clothing. Imagine ballroom dancing in dim lighting, and you and your partner are glowing like a Christmas tree. I think it would make the atmosphere around you more spontaneous, especially at night. (no more reflective jogging vests). In fact it would make me enjoy night a lot more, like a magical euphoria. Comments: Might be good for something on Halloween night possibly a Tron costume if they have it as tubes but I wouldn't try it on any other night and wouldn't be caught dead in it in daylight.
