Any time you enter into a armed conflict it is the citizens who suffer. I would not be surprised to see more of this. I also would not be surprised that we later find out that the libyan army killing some civilians and placing the blame on the air strikes from UN countries.

What cease fire has he adhered to? I think the only cease fire that the Libyan army has adhered to is when they are eating, sleeping or reloading.
