Stubb would not send Finnish troops to Libyan no-fly zone

Alexander Stubb (cons), Finland's foreign minister, made a statement on Monday saying that Finland is not to participate in monitoring the Libyan no-fly zone. Instead Stubb suggested that Finland could participate in delivering humanitarian aid to the area or helping to evacuate refugees. Swedish papers reported earlier on the same day that Nato was planning to request both Finnish and Swedish participation in its Libya operations, specifically in the no-fly zone. Both countries have a partnership for peace with Nato and have participated in Nato's aerial warfare training. Source: Helsinki Times
Air attacks fail to stop Gaddafi
Muammar Gaddafi's forces have attacked two west Libyan towns, killing dozens while rebels were pinned down in the east and NATO tried to resolve a heated row over who should lead the Western air campaign. Ref. Source 1

What is the plan with Libya, exactly?
We'll probably never know Obama's Libya plans because the press won't bother to question him about it and his case so far is cloudy at best. He and members of his own administration have even voiced clear opposition to similar operations in the past (I.e. Biden said he'd lead the charge to impeach Bush if he authorized military action against Iran). It doesn't make any sense - Glenn tries to sort out the mess on radio today. Ref. Source 6
