Amber Alert In Trinidad And Tobago

I was thinking...what is stopping Trinidad and Tobago from adopting an Amber Alert like they have in the US? For those who don't know what the Amber Alert is, it is a child abduction alert bulletin in several countries throughout the world, issued upon the suspected abduction of a child. I heard the relatives of little Daniel Guerra asking for it as well as other people. So what is stopping the government from introducing this sort of initiative?
