Social Development Ministry Marries Off Couple

What's your opinion on the Ministry of Social Development who has organised a $40,000 wedding ceremony for a poverty-stricken couple. According to the Ministry, the wedding didn't cost a cent to the ministry but it was fully funded by corporate and individual sponsors.

Well, if is true that the Ministry didn't pay a cent and they didn't use taxpayers money then is their business however I have my serious doubts.
