Brown, who police said was staying in the area, was ambushed and shot in the back and head.
Police said he was sitting on a bench just off St Paul Street with other people when a gunman approached him from behind and shot him.
Officers from the nearby police station, upon hearing the sound of gunfire, responded to the incident and found Brown dead on the ground.
