Bible and Flagellation
I think it does not go against flagellation as there are many accounts of one receiving this punishment. I know the new testament preaches you to be kind to others and to love your neighbors. That being said I believe that the bible knows there are going to be those who go against the rules. There for this would be a fitting form of punishment in the bibles eyes I think.

Spare the rod and spoil the child is what the New Testament says. I believe children can be loved. If you love them then you will not spoil them. You will instead show them how to aprreciate everything. Then there will be no need for any kind of physical punishment.
