Emperor Norton appears to have had some very interesting decrees.
He decreed that people are not getting the protection that they are entitled to.

He decreed that congress has not fulfilled their duty and is dissolved.

This decree actual did come to pass, though I doubt it was because of his command. What an interesting and very crazy person!
