Dangerous Dogs Act 2000

So sometime ago we had a little boy being brutally attacked by some dogs. Now I'm reading the Express where a poor woman going to work was viciously attacked by 7 pitbulls on her way to work. They ripped off her throat! So I would like to know what exactly is the status of the Dangerous Dog Act 2000? Why it's not being implemented?

I saw on the news yesterday that another guy in Diego Martin was attacked by some pitbulls. I mean, getting ridiculous now if you ask me.
