Is She Flirting Or Does She Really Like Me?

Comments: When she passes by me she lightly touches me. When she makes a joke or talks about the weather she looks to see if I am looking. When I enter the room she gives me a warm smile but when I ask her out she says she is otherwise engaged. Is this just a woman thing?
