Comments: I want to start up a credible model agency and my first thought was to start a local fashion show and invite girls to show off their outfits, sort of like a community effort, what do you think?

I think starting a local fashion show is great but I wouldn't do it for the sake of being credible. Being credible means just being consistent and upfront about what you offer. Don't trick any of the girls into something that's not bonafide.
