Raul is only doing what he promissed when he became president. Now, it is somewhat shocking that a politician actually will do what he says he will in order to get elected, but Raul has been doing it all along. Cuba is making some pretty big strides in only about 3 years...

It does look like Castro has potentially seen the lure of tourism dollars for Cuba as a way of making everyday life in Cuba a little better at the expense of other countries.
