I've actually DM'd a Rifts campaign using the Vampire Kingdoms setting. Palladium has an interesting way of explaining how vampirism spreads.
It all begins with what Palladium refers to as a "vampire intelligence" which looks more like a beholder than a vampire. Humans directly infected by these vampire intelligences become master vampires which are similar to vampire lords that are capable of creating secondary vampires (the vampire subtype we commonly associate with the term).
What's interesting is that each subtype has its own set of unique powers and motivations.
Palladium makes campaigning vampires interesting with its detailed back stories and intricate descriptions of vampire society and politics.
