Static vs Dynamic URLs

According to this blog post in Google (2008), static URLs are rated the same if not better than dynamic URLs but I have my suspicions as to if that is still true. In my estimation, having the URL be the same as the title of your web page is better for Google ranking but what might be debatable is by how much. On other search engines it really does not matter from what I've seen. I've wanted to do the same here but the amount of coding involved will be too much. What are your thoughts?
