
Generally, a college is smaller than a university, at least in the states. A college doesn't usually have as many majors available either.
However, there is no one answer. It depends on several things. Here is the defintion for college found at www.dictionary.com:

I attended both a college and a university in the US. At my college, the highest degree you could earn was an Associates degree, either in Arts or Science. This was usually only a 2-year degree. At my university, your options were far greater where you could earn a 4-year bachelors degree, or even go further with a Masters degree, and in some cases a Phd. That would be my basic comparison of a college and a university.
