Yes, they are considered Prophets, Seers, and Revelators. However, according to Joseph Smith, what they say is to be considered directly from the Lord (as in scripture) only when they indicate so, as in "thus saith the Lord."

Most people in the Church have taken the attitude that whatever they say, in whatever context, should be treated similar to scripture.

174th Annual General Conference Studies Doctrine Mormon

I thought Neil Maxwell's talk in the Priesthood session was good. He spoke of life's memories and related them to all of our lives. I got the eerie feeling it was a farewell talk. I hope I'm wrong, but I know he has had health problems.
