If we had a nuke attack that wiped out Washington DC... I think we'd have more pressing problems than just who's in charge. Like, where is the next attack coming to? Where is / are the attack(s) coming from? Who's in charge of the military, and do we have enough military here at home to respond??
I do understand that there are provisions in place to keep the government "in business" so to speak, but how would the word get out? Rumors would fly, the media would be in a frenzy. (This is one of the reasons I'd like to get a HAM radio license.)
Martial law would definitely be instituted, and maybe not temporarily, depending on events following the initial attack.

why do you think you never see dick cheney? they always seem to have him hid off somewhere. And in the yearly 'state of the union' addresses, they always make sure there is SOMEONE along the 'chain of command' so to speak, who could carry on if something should happen in dc.
Right now we don't face all out destruction from a nuclear holocaust the way we did in the cold war, but we still face the dangers of a so called 'limited' nuclear war from countries such as Iran and North Korea, not to mention a random terrorist attack. The thing to realize is in case of a random nuclear attack that just as big a danger as the initial blast is the after effects of radiation.
I hate to be so pessimistic, but I think the odds of a random terrorist NBC (nuclear, biological, chemical) attack of some kind in the united states is more of a WHEN than an IF scenario.

very good and accurate info there about FEMA. Of course there would be martial law, and the govt. would take over all utilities and banks etc to insure the most expiditious recovery possible for the good of the nation as a whole.
I would like to think that the ultimate long term goal would be a return to our constitutional government as soon as possible and feasible.
I am 100% certain that teh United States would recover; however, the financial collapse of many countries ( this could happen with a nuclear attack anywhere in the world ) would be so drastic that the line between 3rd world nations and industrialized nations would become more defined. It seems to me that $$$ is a balancing pole for the entire planet, and when it is shaken - the entire planets feels the rumbles.

I really dont think it is a matter of if...it is more when will the US fall. If you take history into account, all civilizations that rise to the top hold that only for so long. The Roman Empire is probably the best example. Eventually, the US grasp of the top dog title will fall. It wont even take a nuke...just like Rome.
However, if there were a nuke attack, the plans in place should help see the government through the initial tough times. Plus, aside from the major government services, the federal government does not enter your life too much on a daily basis.

Fear is the weapon that is used to enslave us. When will we learn to not give into fear. I am not naive, but Americans have been fearing an imminent attack by nukes for decades, its what allows our freedoms to be syphoned away.
To the main question, I look at this much different than most. The question involves the total collapse of the government, the Federal government. Lines of Succession mean nothing when the fed collapses. A government cannot take control and impose martial law if its collapsed as bad as described.
But fear not Americans, there is something that would happen. We are set up in a fashion that will not allow the total collapse of our country. In case of the collapse of our federal government, we simply fall back on our state governments and elected officials. They are the government within the government and have more actual power, constitutionally, than the federal government does. Point in case, any state can chose to not follow federal mandates if they so chose, some states have refused to allow the Patriot Act to be enforced in their states. So if the fed fell, the power and responsibility would fall on the individual states to run their parts of the country until we the people could establish another government. Of course, this is also why a revolution would no immobilize our country either. We have the ability to function without the federal government if needed.
