Is the condition known as "Neurosis" another word for saying a person's acceptable oddities?

I am unsure that it would be true to say that the symptoms would be "Acceptable Oddities". In many cases this could be true but Neurosis is such a wide variety of disorders that it could not be implied conclusively. After all person who refuses to bath ever!, while demanding he must stay and live only at a library, could hardly be considered an acceptable oddity since they would end up arrested. After all how long would you be allowed in the library after closing time.
