Comments: When you're renting a place and the paint dinges over time (no marks, etc) is it still your responsibility to have the place freshly painted as you got it?

What does your lease say? Some rental agreements will allow for normal wear over the period of time. Landlords expect you to give them back the place just as they gave it to you no matter how long you've been there.
