QUOTE
President George W Bush says about 8,000 US troops will be withdrawn from Iraq by next January.

How relevant is that if he will not be in Office and his replacements will have their own minds about the war? Additionally, they have been talking about troop reduction for a very long time now.

I do believe that the withdrawls are to be done before he leaves office. Agreements that are made in one administration are in general held by the next one, initially and can be modified later. Otherwise, we would shut down our foreign relations for a whole year before for general presidential elections.

I also think this move is more to satisfy the Iraqi government moreso than a Republican tool for the general election. However, the Republicans will be quick to note that this would not be happening without "the surge" and the Democrats should be countering with "yeah, but the surge was only necessary from your mismanagement of the war".

Troop reduction was the hot topic 2 years ago when that was the Democrat platform that got many elected. As you can see, they have done very little to follow up on their campaign promisses.

So to answer your question, the troop pullout (8000 soldiers) will happen regardless of who wins. The timing of futher pullouts will be at the discretion of the new administration and the Iraqi government.

Don't forget, George W. is mindful of the legacy he is leaving. What will history record? Will he forever be called the greatest disaster of our time? Or will he be praised at some point for ending his service well? I think this may be a token move to ease the worst of the it, and let the next administration work it out.

When I first heard this on the news my thoughts were that his motivation for the timing of his announcement is to try and improve the public opinion about his presidency prior to the election to try and sway some of the undecided voters.

I would not be surprised if you were right the announcement might have been part of a publicity stunt. I think the pull out was going to happen any how and like Vincenzo stated it is largely linked to the Iraq government as to how fast it can be done.
