Wow, you must be looking at the transcript because I did not remember that being said. OK, I stand corrected, she did experience love before. I guess if we are using the analogy of Neo and Trinity with the Frenchman and Persephone, then they would have loved each other at one time or another. The fact that she says she 'knew what it felt like' is probably the reason she wanted to kiss Neo so that she could have that programmed into her again, leading back to the discussion of using the mouth as a communications transfer mechanism. Interesting indeed!
Yes, the transcript is available all over the net. I tend to remember lines like that, but I wanted the exact words to make sure. Here is something that I find interesting...
Morpheus: You know why we are here.
Merovingian: Hmph... I am a trafficker of information, I know everything I can. The question is, do you know why you are here?

Here I believe we are being fed the truth of the Matrix - note places I have emphasized in bold. I feel the Frenchman has seen these Neos come to him time and time again only to see the same thing played out and possibly having been a 'One' before he knows what they must be thinking.
Yes, it is safe to say that each iteration of The One had to go to the Merovingian to retrieve the keymaker, to ultimately make it to the Architect's room. I was just reading the transcript myself and it is interesting to note how the Frenchman refers to Neo as 'boy' and states that his predecessors had more respect that he does when Neo states that he will 'handle' him. This shows how old the Frenchman is and how long he has existed in the Matrix. It also proves that the Frenchman and Persephone are not human, or else they would have died a long time ago. They are both now programs which means Persephone is not Trinity and Neo is not human!
Then again if we are saying that the Frenchman was once a 'Neo' then how could he be a program? Maybe the machines take their thought processes and turn it into a program before they die, or while they are living so to speak?
As for the 'handle' us part I remember mentioning that somewhere on here, but cannot remember where.
It inherently means Neo is a program as well, which explains his ability to 'see' the matrix code within Zion. I don't think the machines could harvest such thought processes and replicate them after the person had died. Here is the quote with the 'handle' reference:

Well then that leads us to what the Frenchman said in the beginning that was important - 'Why?'
Merovingian: .....The question is, do you know why you are here?
He even lists 'why' as being just as good as power itself, if you know the 'why' then you are powerful, other than that you are just following orders.
Excellent point! Neo is not powerful until he realizes why he exists. That is about the same time he unleashes his powers within the construct of the matrix known as Zion. From that point on, he understands his purpose is to liberate the humans; humans such as Trinity and Morpheus whom he loves and trusts, but is not equivalent too. He realizes he is not human himself, and therefore by making the ultimate sacrifice in the end, he gives the humans what they seek; the freedom of choice, and perceived liberation from the machines.
