Comments: Sorry but it doesn't make any sense. The ban was put in place after Joseph's death therefore when he gave the priesthood to Brother Abel black men were free to hold the priesthood. Also Coltrin had some issues remembering proper dates.
It could be that there was some prejudice in the day specially when Black men took White women to be sealed in the temple, that probably didn't sit well with too many folks. So the best way to keep Black men from marrying White women in the temple was to deny them the priesthood. This would also discourage White women from dating Black men because they would want the blessings of the temple.
